Jordan Tierney, 27, is accused by Hartlepool Borough Council of 13 counts of fraud by false representation between May and August of last year.
Each charge alleges Tierney requested householders to pay deposits for landscaping and then failed to carry out the work.
The deposits listed in the charges total more than £13,000. They relate to nine addresses in Hartlepool and one in Stockton.
Teesside Magistrates Court.
Tierney, of Langley Close, Redcar, also faces one count of being a trader knowingly or recklessly engaging in a commercial practice.
He appeared before Teesside Magistrates’ Court for the first time on Tuesday, October 18.
No pleas were entered as Tierney’s solicitor asked for more time to consider the prosecution’s case.
The bench agreed to adjourn proceedings until December 2 and Tierney was granted unconditional bail.

]]>Durham police are laying charges after recovering more than $120,000 in stolen landscaping equipment in Claremont.
Police say there were called around 1:30 am Monday to a yard on Old Brock Road. The yard had been broken into, and a truck, a trailer, and lawnmower equipment had been stolen.
Officers quickly arrested one of the suspects and found the truck and trailer.
That evening, investigators executed search warrants at a pair of locations on Sideline 20 and Sideline 12, respectively. They wound up recovering the remaining tools and equipment.
Nicole Lewis, 40, of Stouffville, has been arrested and charged with theft (over $5,000) and possession of property obtained by crime (over $5,000).
She was released on an undertaking.

Sudbury Police say they arrested and charged a 37-year-old man on six fraud charges after local residents complained about landscaping work that was never completed.
Officials arrested him last month in connection with the events that took place in Greater Sudbury that summer.
Police claim the man accepted payments from people for landscaping services between May and September
on behalf of a local company. The deposits were accepted with the promise that the landscaping will be completed in the summer months.
None of the jobs were completed, and residents began filing reports through the online police service in the fall
Reporting portal.
According to police, investigators found that the man had not worked with the local landscaping company and took the deposits without any intention of performing the promised services.
The man now faces six $ 5,000 fraud cases and will stand on trial on February 12 to answer the charges.
In light of this incident, Sudbury Police are encouraging people to do their research before signing a contract or paying a deposit.
