Crews continue to work major intersection changes for the area of ​​Wasserman Way (State Route 490) at the Exit 11 ramps, Berkshire Road (Route 34) at Wasserman Way, and Berkshire at Toddy Hill Road.

Construction work paused December 24-January 2, when crews were on a planned holiday break. Limited work then resumed January 3-22 during a planned winter break.

Crews were due to fully return to work on January 23, with their first focus on the construction of permanent retaining walls along Berkshire Road. The walls are to accommodate the widening of the Exit 11 ramps.

Following final guardrail installation, the new Exit 11 Eastbound onramp opened to traffic the second week of December. The new ramp was realigned slightly north of its original location to accommodate a slip ramp being built from Berkshire Road. The slip ramp has not yet opened.

The new offramp opened the following week. The new ramp has shifted the roadway slightly east of its original location.

The reconfiguration project is 15 months into production.

The work is creating intersection improvements along Wasserman Way at the interstate ramps, Berkshire Road at Wasserman, and Berkshire at Toddy Hill Road. The off-ramp from I-84 also is being reconfigured to accommodate an additional turn lane and realigned to normalize the intersection with Wasserman Way, according to Connecticut Department of Transportation (CT DOT) documents.

The $25.1 million project was awarded in September 2021 to AM Rizzo. Work began the following month and was expected to take roughly 2½ years, until May 2024, to complete.

The project is administered by the Bureau of Engineering and Construction, Office of Construction, District 4 in Thomaston.

BELLEFONTE — A Center County landmark is going to need a facelift of sorts.

During this week’s Center County Board of Commissioners’ meeting, it was revealed that the exterior of the Center County courthouse will need major work this year. Commissioner Steve Dershem said that the retaining walls outside the courthouse are in dire need of repair.

“The retaining walls on each side of the courthouse are structurally deficient and need to be re-done,” Dershem said. “That’s going to be a major project; a major disruption to our court system. We’re looking at all the options right now and trying to get a better pulse on what it’s going to take to actually perform those projects and the impact it will have on our courts.”

In recent years, the interior of the courthouse has undergone numerous renovations. From paint to sprinkler systems and everything in between, a plethora of work has been done on the inside. Now, it’s the outside that will need some TLC.

County Administrator John Franek explained the process of getting the retaining walls rebuilt and repaired.

“We put out an invitation to bid to five firms that we knew would specialize in design-build, which means that the company would have the expertise in house to actually engineer the proposed remedy to the walls and then commence with construction,” Franek said .

It’s just a matter of time now, he said.

“We’re waiting to hear back from those companies with the proposals. The next step, of course, would be the logistics of it. You know downtown Bellefonte … parking considerations, traffic flow, disruptions to the court … these are all things that will have to be considered as part of this project,” Franek said.

The key, of course, will be getting the work done without slowing down the court proceedings.

“The logistics surrounding the project will have to be of equal magnitude to the actual work that needs to be performed,” Franek said.

Commissioner Mark Higgins said that age has taken its toll on the retaining walls.

“Those foundations were put in well over 100 years ago,” Higgins said.

Franek said that the recommendation is “reconstruction.”

“We’ve done some exploratory work. We took some core samples from the walls. It’s low air entrained concrete that is holding up the embankments right now. What limited exploratory work that we’ve done to this point … we’re not seeing much structural integrity behind the actual concrete … right behind the concrete, it looks like undisturbed natural fill,” Franek said.

As far as what repairs will look like and how long they will take, Franek said that it’s all very much up in the air.

“We’re waiting to see what the actual professional designers have to say about it,” Franek said matter-of-factly.

As far as the budget is concerned, Franek said that the county is prepared.

“It was a part of the overall bond issue that we did,” Franek explained.

The $40 million bond issue last year covers projects at the old Center Crest building, the courthouse and at the Willowbank Building.

According to Dershem, the project must take place soon.

“It has essentially moved from a ‘would like to do’ to ‘must do’ project at this point due to the severity and degradation of fill behind that wall. The last thing we want is a catastrophic event that would indicate severe damage to the structure of the courthouse,” Dershem said. “We are trying to be proactive in that regard.”

The Center County BOC officially welcomed Amber Concepcion for her first meeting. She replaced former commissioner Michael Pipe, who left to join Gov. Josh Shapiro’s staff in Harrisburg.

The BOC will meet again at 10 am on Jan. 31 at the Willowbank Building. That meeting is open to the public and will also be streamed live via C-NET.

JALALABAD (Pajhwok): People living near the Kunar River and natural streams in eastern Nangarhar province say the government should construct retaining walls on the river’s banks to protect their crops and homes from being flooded each year.

However, officials say the Nangarhar River Basin Authority and the Rural Rehabilitation and Development department have launched joint efforts to resolve this issue.

Residents of districts located near the Kunar River complain due to lack of retaining walls, their crops are destroyed each year by a flooded Kunar River.

Shah Wali, a resident of Zakhel area of ​​Kama district near the Kunar River, asked the government to construct retaining walls on the river’s banks.

He told Pajhwok: “Our houses and farms are close to the Kunar River. The river bursts its banks each year due to floods and damages our houses and agricultural lands. The government should build retaining walls on both sides of the river so that people can get rid of this problem.”

Ghulam Siddiq, a resident of Samarkhel area in Behsud district, said local residents lived with fear each year that their homes and farms would be washed away by floods.

Residents of some other districts living near natural streams say they face the same problem.

Mohammad Qasim, a resident of Fateh Abad area of ​​Sararud district, said when snow on mountains started melting in spring, the water inundates their crops each year. Crops near the Khogyani stream were often washed away after heavy rains, he said.

Saeed Khan, a resident of Haiderkhel area of ​​Kot district, said floods not only destroy people’s lands each year, but also damage roads.

Thousands of acres of land and 500 houses were destroyed in Nangarhar due to rains and floods in earlier this solar year.

Maulvi Mohammad Sadiq Hashmi, deputy director of Nangarhar River Basin Authority, said construction of retaining walls had been started in some areas facing greater threat of destruction. He said the most vulnerable areas were given priority.

The Opposition Congress in the Mangaluru City Corporation (MCC) said on Saturday that it will complain to the government against the council led by the BJP, for taking a decision to seek ₹27.25 crore loan from the Karnataka Urban Infrastructure Development and Finance Corporation (KUDFC ) to take up minor development projects, such as constructing retaining walls and storm-water drains in all 60 wards.

In addition, the party will also launch protests in the city against the decision taken.

Addressing presspersons, leader of the Opposition in the council Naveen R. D’Souza said that the complaint will be sent to the Secretary of the Urban Development Department, the Urban Development Minister, and the Chief Minister.

The government will be requested not to approve the loan sought in the council meeting held on December 30.

He said that the loan should be availed for visionary projects, such as for building market complexes, which will bring revenue to the corporation when completed.

If not the loan should be availed for major infrastructure projects, such as for laying underground drainage or providing drinking water, which will benefit a large sections of society and not for minor projects.

The corporation should use its internal resources for taking up minor projects like building retaining walls which will cost ₹3 lakh or so.

He reiterated that if the corporation did not have funds to take up minor projects it should come out with a white paper on its financial status.

Mr. D’Souza said that the corporation had tabled the same agenda in the meeting of the council about three months ago which was opposed by the Congress.

After tabling the agenda, which had been approved in advance by the Mayor expecting the approval of the council, again in the meeting on December 30, the ruling BJP has underlined the importance of the debates in council.

The former Mayor and now Congress councilor M. Shashidhar Hegde recalled that when the Congress was leading the council in 2002-03 the first major concrete road of the city was laid from PVS Junction to Urwa Stores without availing any loan.

At that time the corporation had not even introduced the property tax collection system under the self assessment scheme.

The internal resources was used to rebuild the major road of the city as concrete road. The action plan for taking up 255 minor projects at an estimated cost of ₹38.89 crore, which included ₹27.25 crore loan to be availed from the KUIDFC and which was formally approved by the council on Friday, should not have prepared at the behest of the MLAs of Mangaluru City South and North.

The Mayor should have taken a call on preparing it, he said.

On Monday, Israeli soldiers invaded Palestinian orchards in Qarawat Bani Hassan town, west of the central West Bank city of Salfit, uprooted at least 2000 olive trees, and demolished retaining walls, in addition to spraying chemical toxins on hundreds of dunams.

Ibrahim ‘Aasi, the Mayor of Qarawat Bani Hassan, said the soldiers invaded the Al-Awareed area northwest of Qarawat Bani Hassan after declaring it a closed military zone.

He added that the uprooted at least 2000 olive trees, sprayed chemical toxins on hundreds of soldiers of dunams of Palestinian farmlands, and demolished retaining walls.

The attack targeted 300 dunams of land and lasted for about five hours before the soldiers took the uprooted trees and sprayed olive and almond saplings and grapevines with toxins.

The attack has been the second of its type since January of 2021 when the soldiers uprooted over 3000 olive trees in Deir Ballout town, west of Salfit.

LOWER DIR, Nov 8 (UrduPoint / Pakistan Point News – 8th Nov, 2022 ) ::District Administration Lower Dir here on Tuesday demolished under-construction retaining walls on Chakdarra bypass over use of substandard construction material.

According to details, following directives of the deputy commissioner, a team led by Assistant Commissioner, Nasir Ali demolished part of under-construction embankments on Chakdarra bypass.

The contractor was also arrested for use of lower-grade material in construction.

District administration has said that construction work would be monitored to ensure the use of quality materials in construction.

Commuters in Tobago are being asked to note that there may be several changes to their usual traffic route as a result of land slippage and the critical failure of a retaining wall on the seaward side of Windward Road.

A statement from Tobago’s Division of Infrastructure, Quarries and Urban Development (DIQUID) issued on Sunday advised motorists that the Windward Road will therefore be reduced to one-way traffic heading west from Kendal to Belle Garden from today Monday, November 7.

The statement said this arrangement is necessary to restore basic functionality to this essential roadway and is expected to be completed within short order.

Accordingly, all motorists attempting to access this area are asked to use alternative routes.

Motorists heading East are asked to traverse the route from the Seventh Day Church of God or Zion Hill Road, unto Job Street, unto Longbed Road, Belle Garden.

Larger vehicles heading East will be permitted access through Bad Rock.

As he noted the continuous issues affecting the roadways on the island, THA Chief Secretary Farley Augustine in a Facebook post said more permanent solutions are required.

“Some weeks ago we had to close off this road due to landslides and to do the geotechnical surveys. The truth is, at some point, we will have to close the road for a longer period to arrive at a permanent solution,” Augustine said.

“The challenge will be Job Street and the fact that whenever we reroute traffic through that street it is a traffic nightmare. All in all, we need to expect some inconvenience to have this road fixed. Another reason why we need to simultaneously fix our alternative roads,” he added.
